Abstract Public transportation is an important constituent part of tourism. Public transportation system is a significant traffic guarantee for building and developing a new tourism zone. With the new tourism zone developing, scientific public transportation system planning can amply suffice the travel demands of tourist and citizen. It also can pilot the benign developments of the new tourism zone spatial distribution. The development demands of new tourism public transportation system are analyzed under the differences of public transportation system between new tourism zones and urban zones. According to introduce the concept of TOD (transit-oriented development), the new tourism zone public transport system planning flows are designed by the policy of TOD from concrete aspects, for example, present situation investigation, requirement analysis, scheme design and evaluation, scheme implementation and so on. The present situation evaluation of public transportation system includes three parts which are the public transportation network technological assessment of reflected passenger system travel convenient, the public transportation service level assessment of mirrored tourist's travel demands comfort and the public transportation benefit level assessment of revealed system operator's and manager's comfits. It is concluded that the land layouts of new tourism zone and the developments of tourism are supported by the planning method of new tourism zone public traffic system based on the policy of TOD.
